Ugolino of Segni was the friend and protector of Saint Francis, whom he canonized in 1228, as he canonized Saint Anthony of Padua and Saint Dominic. In 1234 he published the Decretals, the great collection of Church law. He also set up the papal Inquisition to judge heresy, and struggled for years against the Emperor Frederick II.
